Ronaldo Lemos is a jurist, thinker, professor, researcher, writer, columnist, TV host and curator. Born in Araguari, Minas Gerais, he has dedicated his career to understanding the transformations that technology imposes on law, culture and institutions.

He practices tennis and fencing — competing in the epee and sabre categories.

Coordinated the public consultation for Brazil's first comprehensive artificial intelligence legislation in the state of Goiás in 2025.

Creator and lead architect. Conceived in 2007; in 2008, the Ministry of Justice invited Lemos and Carlos Affonso Souza (FGV) to design an open, collaborative process. Between 2009 and 2010, a public consultation collected contributions from civil society. Lemos drafted the first version of the bill through an innovative multistakeholder process — public, government, businesses and civil society. Enacted on April 23, 2014 as Law No. 12,965/2014. Core principles: net neutrality, intermediary liability, freedom of expression, consumer protection.

National IoT Plan
Co-author of the plan in partnership with McKinsey and CPqD, commissioned by BNDES and the Ministry of Science, Technology, Innovation and Communications. Published in May 2018; established by Decree No. 9,854/2019. Four verticals: cities, health, agriculture and manufacturing.

General Data Protection Law (LGPD)
Coordinated the academic team that supported the federal government in collecting public contributions for the bill, enacted in 2018.
2024–2025
Artificial Intelligence Legislation
In 2024, founded the Council on Artificial Intelligence and Society (CIAS) to conduct public consultation on AI regulation. Led the drafting of Brazil's first state-level AI legislation: Complementary Law No. 205/2025 of the State of Goiás. Highlights: prioritization of open-source AI models, integration of AI education in public schools, incentives for renewable energy in data centers.

Goiás Critical Minerals Law
Architect and lead advocate for Law No. 23,597/2025 on rare earths, critical minerals and remineralizers. Created the State Critical Minerals Authority (AMIC/GO). Strategic relevance: Goiás is rich in niobium, neodymium, dysprosium, yttrium, among others.

COP30 — UN Climate Change Conference
Appointed coordinator of the High-Level Council on Technology, Innovation and Climate by the conference presidency. Proposed "Climate DPI" — digital public infrastructure for global climate action.

Overmundo Project

Launched on March 6, 2006, Overmundo was a collaborative digital culture website co-founded by Ronaldo Lemos. Winner of the Golden Nica at the Prix Ars Electronica (2007) in Austria.

Creative Commons Brazil

In 2004, he led the introduction of Creative Commons in Brazil, translating and adapting version 2.0 of the licenses to Brazilian law — Brazil was the third country in the world to adopt the CC model. In 2010, he translated and formalized version 3.0 of the licenses, launched at Campus Party. Served as director of Creative Commons Brazil.
